*Abandoned projects*
_Dr Abdul Qadeer Memon_
THE decision by the Sindh government to provide Rs55 billion in direct cash assis-tance for diammonium phosphate (DAP) and urea under the Wheat Growers Support Programme will undoubtedly provide temporary relief to small farmers. However, it also raises a fundamental policy question: why does Sindh repeatedly resort to subsidy programmes while long-promised agro-industrial projects remain abandoned?
In 2004, the government had announced the establishment of #Agricultural_Export_Processing_Zones (AEPZs) in Mirpurkhas, Hyderabad, Sakrand, Naushahro Feroze and Ghotki. These zones were designed to provide collection, grading, processing, packing and cold storage facilities to promote agricultural exports and increase farmers’ incomes. More than two decades later, the Naushahro Feroze #AEPZ lies abandoned, while the fate of the remaining proposed zones remains largely unknown.
In 2020, another initiative — the #Naushahro_Feroze_Agro_Food_Industrial_Park under the Special Economic Zones framework — was announced to promote agro-based industrialisation. Yet, little public information is available regarding its implementation or its current status.
More recently, the Sindh Water and Agriculture Transformation (#SWAT) project, supported by the World Bank, introduced several reforms that are aimed at improving agricultural productivity and value chains. While these objectives are commendable, long-term agricultural transformation cannot depend primarily on recurring cash transfers. Sustainable growth requires investment in processing facilities, cold chains, research, marketing infrastructure, value addition and agro-based industries.
Rather than introducing a new support package every few years, the government should first explain what became of the projects announced in 2004 and 2020. Reviving and completing these initiatives would create permanent employment, strengthen exports, and provide farmers with sustainable income opportunities instead of their seasonal dependence on subsidies. Farmers in Sindh deserve lasting initiatives, not merely temporary relief.

‘L’état, c’est moi’
(I am state)
The Constitution guarantees provinces joint and equal ownership of natural resources. But who actually holds the power to make decisions about these resources?
For Sindh, joint ownership of oil and gas must mean more than a constitutional provision on paper. It must ensure equal participation in policymaking, administrative control and decision-making.
A system in which one side controls the decisions while the other merely shares the resources is not federal justice.
An important article by Asad-ul-Mulk. Worth reading.

*Constitutional questions*
By Khawaja Ahmed Hosain
PAKISTAN has had three constitutions. Two given to it by its people in 1956 and 1973. One promulgated by a field marshal in 1962. The 1973 Constitution was adopted by the people through their representatives in the constituent assembly. Article 1 states that Pakistan shall be a federal republic. Neither the term “federal” nor “republic” is expressly defined. The Objectives Resolution provides guidance.

"A rubber-stamp parliament"
By Zahid Hussain
IN a democracy, parliament is not only supposed to legislate; it is also expected to safeguard the national interest and deliberate on key policy matters. That criterion does not seem to apply to our parliament. One seldom witnesses a major foreign or national security issue being deliberated by the ‘representatives’ of the people, and there is hardly any meaningful debate even on critical constitutional amendments and legislation. This ineffectiveness of the country’s highest legislative body reflects the sorry state of democracy against the backdrop of creeping authoritarianism........ Continue

*Rabies failure*
By Dr Abdul Qadeer Memon
*THE rising number of rabies-related deaths in Sindh has raised serious concerns about the standard of governance in the province. In 2019, the government had announced plans for a three-year programme involving the establishment of 64 sanctuaries across Sindh, including around 20 in Karachi, for the control of stray-dog population and rabies. In the same period, the Local Government Department prepared a project and placed it before the Sindh High Court (SHC), which directed the authorities to expedite the approval and implementation of the said Programme*
A year later, the government was reported to have finalised a Rs1.07 billion programme to fight rabies and control the population of stray dogs, and in June 2021, the government informed the SHC that the cabinet had approved by-laws for controlling the population of stray dogs and for the provision of vaccination. The government also stated before the court that it had already received cabinet permission to purchase 60 vehicles for the transportation of stray dogs to vaccination centres.
Five years later, people are entitled to ask some questions. Where are the 60 vehicles for which cabinet approval was obtained in 2021? Were they actually purchased? If so, where are they stationed? Which departments and districts received them? What are their registration numbers, chassis numbers and present operational status? How many are functional today, and how many are lying unused or have been disposed of? What happened to the 64 sanctuaries planned in 2019? How many were actually constructed or established? Where are they located? How much money was allocated and spent on each centre? How many are presently functional, and how many dogs have been caught, sterilised, vaccinated and released through them?
What about the Rs1.07 billion prog-ramme announced in 2020? Was the scheme formally approved and imple-mented? How much of the money was released and utilised? What measurable results were achieved? What is the present status of the programme and by-laws that the government had placed before the SHC? Have all municipal authorities imple-mented them? If not, who is responsible for the failure? It is time we made those at the helm of Sindh affairs accountable.

The ceiling of a ward at Chandka Medical College Hospital has collapsed. By the grace of God, the patients were spared, and no lives were lost.
This is the tragic state of Sindh’s public healthcare infrastructure after years of PPP rule. Is this what remains of the healthcare system after the PPP government’s long war against Sindh and its people?
Sindh deserves better than this. Public hospitals must be places of healing, not potential death traps.
