Again during World War II, year-round daylight saving time was enacted to bolster the war effort. At the end of the war, the country reverted to a partial year of standard time and a partial year of daylight saving time. The biannual time changes were unpopular, so Congress mandated year-round daylight saving time in 1974. It was repealed in 1975 — again because it was widely unpopular. Yet, here again, Congress is mulling a bill to mandate daylight saving time year-round.
