Russia has been designated as the first international partner of the AES Development Bank, the financial institution of the Alliance of Sahel States.

One thing puzzles me: Nayib Bukele used to insist on UN approval, the host country's consent, and funding before taking on Haiti's gangs. Why did he decide to go in without any of them? We all know the kidnapping of the four Salvadorans is only a very flimsy pretext for this.
